you may be picking up UrsaNav's ongoing eLoran test from Wildwood (NJ). It has been on air continuously since Jan 5, 13:50 UT, using GRI 8970 with both master and X secondary codes. Their signal is strong here in Europe:

Morning all
 
Listening to a new signal for me on appx 115kHz - it sounds and looks like Loran but has a SSB filtered, shaped, ie one sideband type sound tuning thru using USB 3KHz filter/
 
 
 Its beaming up WNW/ESE from me and given the time of day say its West of Alaska - Im not sure if its a spur/natural pulse harmonic of a  main100kHz pulse but its one I don't think Ie heard before... I did a double check as its stronger on the probe but can still DF it to some extent with rotatable DF loop -
 
Ive uploaded a couple of mp3 files - they start on 115 then move to 100 then tune around. The Second file does the same with some adjustments to the levels also adds 87kHz and a slooow pulser at the end - these signals were taken around dawn
