that's surely from ionospheric crossmodulation, aka Luxembourg effect. http://dl.dropboxusercontent.com/u/26404526/LF/test1401171930.jpg is a faster wideband screenshot of the time. On the right side, you can see several horiziontal strips, caused by tonal modulation on some strong broadcast transmitter (eg. 207, 225 or 270 kHz). The modulation was imprinted on DCF39 (LSB below 138.83 kHz, purple) and HGA22 (USB above 135.43, red). Around 19:28, someone happened to be singing a slightly instable C6 note around 1054 Hz...

what is the is the strange vertical 'structure' at the end of the call?

I would say local QRN, but it is twice as wide at the bottom as at the top.
