Has anyone any simple hardware designs for a continuously variable phase
shifters for these frequencies.  A varicap and tuned circuit is a bit
messy at 137kHz and I/Q generation gets complicated implementing the
SIN/COS functions
.
It would all be straightforward using DSP, but some relatively simple
solution, filtering the output from the VE2IQ software then applying to
a phase modulator ought to be possible.

if PSK is done by choosing an appropriate continuous base band impulse form (raised Cosine, Gauss or Sinc) and modulating the phase at constant envelope (CPM), then the spectrum of PSK rapidly vanishes beyond
