Hmm maybe you can build a RX loop and build a software cardioid to get some gain?! 8.27 kHz could be enough far away from the mains QRM...

I've tried the decoded message in ebnaut signal analysis mode, the decoder returns:

initial reference phase 45.0 amplitude 2.401e-03
carrier phase: 45.4
carrier Eb/N0: -7.1
carrier S/N: 22.50 dB in 12.6 uHz

so around 6-7dB, and it would be receivable here too. PSE QRO!
