New encoder and decoder software which changes the character
coding slightly.

Windows sender is now V0.4, Windows decoder is V0.5, and the
Linux software is at V0.7
Previously the encoding allowed '<' and '>' characters. These
have been replaced with '!' and '&' respectively. As far as I
know this change doesn't break any historical messages.
Encoders and decoders are compatible across the change except
that <> will be exchanged with !&.
As Stefan discovered recently, & and ! are probably more useful
than the angle brackets.
The Windows encoder no longer allows you to enter characters that
wont encode. This caused a problem recently when attempting
to send 20 chars 'STEFAN&[email protected]!' it actually transmitted
18 chars '[email protected]'.
