I would rather imagine a propagation effect: Groundwave is no problem at all, like F4DTL/2. Later, skywave becomes possible for far distant stations first, like DL4RAJ. And even later, skywave becomes possible for closer stations outside the ground wave.
But of course the local noise plays a big role too :-) And JN68 seems to be very clean.
