In fact it was the 22nd lowest and I had to use a list size of 5 million to find it. Eb/N0 was -3dB with BER 40.6% which is not decodable. I suspect something is happening with the phase at around that time of night, maybe a reversal. That would explain the failure of 'WX' the other day.
