The command looks fine, except the start time should
be like

   -T '20151128 200000'

Needs a space between date and time and a quoted string so
the shell doesn't split it on the space.

There's bug in v0.1 which allows it to accept 20151128200000
and work correctly. Fixed in v0.2 below.

In most cases you don't need to give the date, just give
the time as hh:mm:ss or hh:mm or hhmm, and so on.

You only need sudo in front of ebkey because that's the only
one that needs the priviledge to access I/O.

Did you get ntp installed? What does ntpq -p show?

No decode of the 20:00 message. I'm assuming the clock is
good now and trying offsets -0.3 to +0.3

The rx is beginning to fail by the looks of it, the total RMS
coming in has dropped 6dB, I guess the battery is going or
the heavy rain has shorted the antenna.

Soon I'll be receiving only on the feeder leakage.

I hope others will have better reception tonight.

Keyer v0.2 with some bugs fixed and a display option.

 http://abelian.org/ebnaut/ebkey.c

Compile with

 gcc -Wall -o /usr/local/bin/ebkey ebkey.c -lcurses

and if you get a complain mentioning curses, you might need
to do

 apt-get install libncurses5-dev

You might prefer to run this version with a -d1 option.

20:30 didn't decode either.
