Perhaps a silly suggestion, but a mistake I have made more than once...:-) The RA1772 in CW mode displays a frequency 1kHz lower than the actual receive frequency - so to receive SAQ you have to tune the RA1772 to 16.2kHz. If the display reads 17.2k, you will be receiving the data sigs around 18.3kHz.
