What is the other elecrode? Do you have 2 earth rods at each end and
connect the TX in series? Do you resoante the system? What is the
antenna current at 2W?
It would be interesting to see what happens on 2x 250m and the TX in the
center. In one case the ends are grounded and in the other, they are not
grounded. Then the directional pattern and the signal levels at
different RX sites would be interesting.
I would like to do a trip to VK but maybe this is a bit expensive ;-)
And what about VLF, i.e. 3...30 kHz?

I will focus on the earth dipole first before I start thinking of
anything else. I will let the group know if there are any developments
in that front.
