well, if the modulated carrier is a laser (make it a red pointer pen) , say, 650 nanometer we have here almost 462 THz ( teraherz) so 10 Ghz definitely goes into "LF" range.. ;)

Moreover, if you rescale both frequencies dividing them by 10^6 462 THz goes into 462 MHz (almost UHF - 70 cm ...) while 10 Ghz goes into 10 kHz ( Stefan, Roger experiments ) so i would add a letter "V"
and that puts Andy's beacon into "VLF" range  :)
