Unfortunately the site you mentioned does not show the
signals clearly the frequencies.
I also should have said BETA
stations not ALPHA stations.
In this document in Table 15 and Table 16
there are details of the transmissions.

Unfortunately,
in the image, the carrier on 25.0 kHz covers the Morse code
ID.
However the other 40 Hz and other pulses can be seen, along with the
25.1 kHz, 25.5 kHz, 23 kHz and 20.5 kHz carrier signal
segments.
From the transmission times in Table 15 it would appear
to be RJH99, Nizhniy Novgorod, Russia,14609 km from here.
I would
just like confirmation of that if possible.
