Hi Chris,

At a given power into a load voltage increases at the sqrt of increasing R 
because U = sqrt(P*R).
When a complex load comes into play V increases with |Z| which is sqrt (R^2 
+X^2)
So at resonance,i.e. w/o any reactance |Z|( now =R) has the lowest possible 
value because X=0 .
Your antenna-feeder tuner system has a very high loaded Q (causing the very 
small bandwidth).
Hence X (inductive or capacitive) increases very rapidly off resonance and 
therefore voltage too.
