as far as Italy
is concerned, we use exactly the same rules as you do in Holland.
At least officially. In actual
practice sometimes I have found myself (wrongly) adding
a final 's' to some of the units
when spelt in fully... or, corrupted by reading too many
US-published books, eliminating
the intervening space between the value and the unit.
Will check better what I write
in the future...
