What kind of antenna are you using?
What tuner are you using?

I ran into the same problem on 40 meters,
and discovered that I was running a high
VSWR.
When I solved the vswr problem, I solved
the RFI problem.
I also had a problem on my neighbors
cable TV when I ran two meters.
I called the cable company, they replaced
the cable drop, and problem solved.
