To radiate RF you need an oscillator and an amplifier and a way of turning it on and off. Antennas are reciprocal, so the same antenna building skills are needed for both transmit and receive. Receiving is where the real engineering is done. A decent receiving station takes far more work than that of an alligator with a big mouth and no ears.
