Try a "flapper" capacitor - the type used on VHF/UHF. 100pF is relatively easy to make and 40 amps is no problem. For a dielectric use a piece of PTFE.

I would like to know if anyone has built variable capacitors for
transmitters or tuners. I would like to build a variable capacitor that is
at least 100pf and can handle 40 amps of RF current. Does anyone have any
ideas or links to some articles???
