Is there  a  simple   way  to  translate   audio   frequency in real  time  ..???
 
There are  'Bat translators'    Ultrasonic to  base  band ..
 
But  say  you  have   12 KHz   of audio  and  want to  present this to  say ...  wspr... at  1500 Hz . or  some other system at  say  2 KHz
 
Is there a  'virtual'  mixer   that  could be  installed as  some  sound  card or  similar ?
