My few cents...
1- check if the antenna coil and transmitter ground share the same earth/ground connection.
2- build the simplest RF current meter (http://mirror.thelifeofkenneth.com/lib/electronics_archive/RSGB Low Frequency Experimenter's Handbook.pdf page 81)
3- on the coil side measure the current at the top (antenna wire) and the bottom (ground wire). If they differ some RF current flow in the screen of COAX cable and in the Tx grounding: measure the RF current at the Tx grounding.
4- Record what current increase when the Tx is turned on and check that circuit.
Remember that this procedure doesn't need a calibrated meter, but a STABLE meter.
