Hey, I've got this great idea.
Rather than compress speech, why not render the message simpler? Rather than
the sounds you could just send the text, encoding the letters in some way.
You could turn the carrier on and off, say in short or long bursts, with a
group of such pulses to represent each letter.

You could even tailor it to letter frequencies, e.g. one short pulse for E,
one long pulse for T, ...
