The results of testing with the battery operated SPM-3 may give a clearer picture of what is happening. Your test data appears to show the metallic pole is reducing the effective height of the active antenna. But it may actually be more to do with the metal support disturbing the (assumed constant with height) field strength of the incident vertically polarised signal. The effect of grounding or otherwise the coax immediately beneath the active antenna mounted on a non-metallic pole is interesting.
