Yes,that's what I meant to say:
It's all about local noise and/or antenna not about
(Icom) rig sensitivty.
I just wanted to back up my assertion by solid numbers and I'm
no Icom dealer anyway. :-)

I've once heard that the reason for this ham friendly law goes back to Juan 
Carlos
who has been a ham,too.
