This could  be the  'auto vfo  correction' 

 

Check the  rig  set  up  page, see if its  checked  on/off

Do you get the same “Dial” frequency set on the 817 as the frequency shown in the software display? I am getting a small offset. When I use the new version of ROS, the frequency setting is correct.
