Hope this is relevant/of interest. Another outcome from WRC12 that I’ve not seen mentioned yet. It will be interesting to see how Ofcom and other admins deal with amateur requests for NoV at 8.970 kHz. For UK, hopefully our Met Office will continue to co-operate.
WRC12 Agenda Item 1.16 - passive systems for lightning detection in the meteorological aids service, including the possibility of an allocation in the frequency range below 20 kHz,
Outcome: A primary allocation to the Met Aids service was made in the band 8.3 – 9.0 kHz. Previously spectrum below 9 kHz was “Not Allocated” giving Administrations some flexibility in what it could be used for.
The following footnote was also added to the Table of Allocations:
5.A116 Use of the 8.3-11.3 kHz frequency band by stations in the meteorological aids service is
limited to passive use only. In the band 9-11.3 kHz, meteorological aids stations shall not claim
protection from stations of the radionavigation service submitted for notification to the Bureau prior
to 1 January 2013. For sharing between stations of the meteorological aids service and stations in
the radionavigation service submitted for notification after this date, the most recent version of
Recommendation ITU-R RS.1881 should be applied.
(In order to protect the MetAids service these passive (Rx only) stations will have to be notified to the ITU for entry in the International Frequency List.)
This new allocation obviously triggered some countries to request the following footnotes to ensure they did not have to protect the new MetAid allocation. These countries will also have to notify their stations to the ITU as required by 5.A116:
5.B116 Additional allocation: in Algeria, Saudi Arabia, Egypt, the United Arab Emirates, the
Russian Federation, Iraq, Lebanon, Morocco, Qatar, the Syrian Arab Republic, Sudan and Tunisia,
the frequency band 8.3-9 kHz is also allocated to the radionavigation, fixed and mobile services on
a primary basis.
5.C116 Additional allocation: in China, the frequency band 8.3-9 kHz is also allocated to the
maritime radionavigation and maritime mobile services on a primary basis.
