I used the same measurement setup.
The buffer amplifier of the mini-whip has a loss of 4 dB.
This has of course implications for the input intercept points.

Your antenna sounds interesting and could be useful under certain
environmential condx , urban areas with lots of noise but in my case it
would be hard to beat my vertical out in the countryside, however if you
send me one of these antennas I will try it out at various heights and let
you know the results.
