Station you see on 18.3 KHz might be Le Blanc (Rosnay).
All these VLF stations have highly stabilized frequencies, but MSK-modulation complicates their use as standards in radio amateur use.
You can see the real shift frequencies by multiplying their signal by itself  (shift will also doubled). Their shift is exactly only a half of baud rate as is the general nature of MSK which some call by name FFSK.
