The clamps are in the wrong plane to present a short, so don't worry about that. Describe the connection of the feedline to the RG-213 link, please. I'm guessing that the coax feedline comes to the bottom, continues around to form the loop, and then the center conductor attaches to the feedline shield at the bottom, with no shield connection from the end. Sound right?
 
The shielding is probably not buying you much, and may be complicating the issue. A simple wire link turn connected to the center conductor and the feedline shield would work as well.
