Neither is significant in themselves, but combined, we're looking at about 10dB which is starting to get interesting! Cross-correlation of EbNaut BPSK with the known message is equivalent in sensitivity to a carrier detection over the same duration. Let me know the exact lat/long of your Arlington rx Jim. If you can record the next transmission from Stefan I can run the cross-correlation here and we can compare S/N and phase.
