Looks like their phase is not stable, the PPS pulse looks not as it should. The sample rate is corrected but there is a high jitter. You can see it on the Alpha trace. Anyway i think about a transmission on 8270 Hz with the other coil (700 mA), to try to leave a trace on their spectrogram. If something appears, it could be convincing that it is worth to put some more effort in the system by generating a clean PPS+NMEA signal for SpecLab...
