That should be 19 chars=2E

I spent 3 days trying to de= code, but without success=2E
The following carrier measures 16=2E4 d= B in 1 hour and
that should give me Eb/N0 around 0=2E1 dB which has = a good
chance of decoding=2E But for some reason it doesn't
decod= e=2E Maybe the signal was a dB or so weaker than the
following carri= er=2E It must have been very close to the
limit=2E Or perhaps the sy= mbol timing is a bit out=2E

Also I used all of your recent long = carrier transmissions,

2015-12-30_00,+6h
2015-12-30_20,+11h2016-01-01_00,+7h
2016-01-05_00,+7h
2016-01-06_00,+7h
2016-0= 1-09_20,+11h

and tried a 49 hour integration, non-coherent in 27= 8 uHz,
using signal recorded by Mike Smith at Forest Virginia,
bu= t nothing showed above noise=2E The west-to-east path
is going to be= a tough nut to crack, especially across
6667 km=2E

Mike is c= ontemplating building a loop receiver similar to
mine which will hel= p by maybe 6dB or more=2E

Really, someone should be looking for = this carrier in
Canada or Newfoundland=2E That has a much better cha= nce=2E
