So i would say he needs a larger antenna or a preamp or a different antenna, like the PA0RDT. And/or, the tuner rather works like a short cut instead of improving things. So another idea would be to build his own matching circuit for MF. It's the same principle like for your transmit antenna but of course the coil can be wound on a ferrite rod, as well as the transformer (on the same rod).
