That level does not usually have a big effect but it is obviously enough to "take the edge off" the signal reducing it below aural reception levels. I think the replenishment of particles to the ring current has been taking place ove an extended period rather than the sudden quick burst we see on a CME. There is a bit of an upward trend now so maybe conditions are coming back.
