Objection ;o) Let those 'primitive' but predominant modes like CW remain at the start of the band. So they will suffer from the digital / beacon / etc QRM only from one side. Also keep beacon-like transmission as far away from the QSO / CW segment as possible. You will know what I mean when the first 24/7 / 365 day beacon appears ( I really hope this day never comes).
