The 15 watts was set to give signals just at the limit at G0KTN, who has been decoding the 2 modes from the start, down to about 5 watts now. the amplifiers will produce full power on 500 , but with the 50% efficiency , for single carrier modes , its not very cost effective ! the  amplifiers  will  produce full  power on = 500  , but  with the  50% efficiency , for  = single =20 carrier  modes , its not  very cost effective !
