I suspect a most important factor will be are the appropriate hardware interfaces there and do they work with the software. USB to serial is a whole can-of -worms still. A lot of portable machines only have mono sound input, but I am not sure if this is still the case. Notebook for instance seem to have about 1000 by 800 pixel screen. I dont find this a problem with the software I use on the machine, but I have seen programs that will not scroll up enough for you to get a lower buttons/tabs. Most new machines will come with Win7 and that may or may not be a problem particularly with older software.....and you dont get the CDs only a refresh/repair facility over the web. I have an eMachines notebook which was 1GB of ram, a 1.6GHz CPU and 160GB HD. It seems to run Argo and SL ok. It does get warm if run continually on its mains charger, so a system like that might need some forced cooling underneath for long TX or RX periods. Mine was fortunately one of the last batch loaded with XP (bought from CPC). If I totally screw it up I will probably load Linux on on it, though I suspect most of the software you refer to is Windoze only.
