There Mal, While I think you are making some good points, I think there are some considerations that you might also consider in fairness. Not all interested amateurs are able or willing to invest time and money into a situation where operating privilages might be withdrawn and a long-term future not being secure. Some, like myself take an interest without expressing that activity through an obsession with having qso's or ticking off countries lists. Wielding the soldering iron can be more satisfying than wielding the key anyway. Some of us have to limit what cloth we cut for health reasons also! Doesn't make us less than "Radio Amateurs". We DID pass the exam (old-style, written answers) and did our fair share of DX chasing and multi-multi big contest station operating in our day! I've said it before, this is just a hobby.
