    Not likely to be anything related to HAARP which transmits in the
2.8 to 10MHz range, unless your receiver is getting some sort of
intermod (again not likely).
They (HAARP) have created 'induced' elf emissions (in the low Hz
range)  by modulating the auroral electrojet, but these are very week,
in the microwatts erp range.

This is according to a physicist at HAARP who briefed me when I toured
the facility several years ago.
