I have just found a OSC MODULE Mc Coy 10 mhz= and might=20 divide down for 9 khz like u do.
Model MC137X7-001W 10000 MHz
It has pins MOD, +5V, +15V, GND, OUT
I dont know how stable it might be.
I have a selection of divide chips.
