You'll need to write a Java, or whatever, script for your ISP that detects
every email with a suitable header, and pings you for every one.   The
pings are then detected and averaged, their rate converted to a voltage ,
passed though a (properly temperature compensated) log amplifier for display
on a meter.

A PIC with non-linear lookup table could be used with real time bar-graph
diisplay, and output to PC for a waterfall / spectral type display
