It's relatively stable, enough for this application, but not for phase measurements.
IIRC, DHO38 isn't spot on frequency ... the phase wanders off by a few degrees per minute, so it's just a few mHz off. And the folks take a one hour coffee break each morning, during which the transmitter is off.
More questionable if the signal is strong & stable enough over that distance.
