He drilled the lower wall, fitted a large ring & fixed webbing straps to the bottom of the ladder from the ring. He then attached a fall arrest to the ladder, the ladder had wide leg supports at the bottom. He then put a harness on himself, climbed the ladder, attached his fall arrest clamp & his harness to the top of the ladder & then proceeded to install the aerial. Installing the aerial took less time than fitting he safety devices. When he had finished I asked him about the safety devices, he said that all the riggers at that firm had to do special training & to enable them to trust the devices they had to fall off the ladder & let the devices protect them from the fall. And that was just a TV aerial 20 feet up a gable end. BTW, he also stated that if the wall was rendered they could not do the job as they could not be sure about drilling into a brick correctly.
