The reason is that they "ground" is not necesary at ground level due to the skin effect in poor soils it can be may metres below that (It probably wont work on the sea-shore). There is then not so much of a problem unless you get a direct strike nearby and big earth currents. In that case there is not much that will save you. It is certainly worth a try.
