Each Experimental license is unique, it is up to the applicant to request frequencies, power, modes, and bandwidth, it is up to the FCC to decide on a case by case basis if there is adequate justification for the request. The 500kHz license application that I filed (WE2XGR) specifies up to 1kHz for data and also allows for ssb.
