What ITU document contains the defini= tion that digital modes are telegraphy. The official handbook issued by HM= STATIONARY OFFICE for radio officers states that telegraphy is on/off key= ed morse code ie CW and MCW
and telephony a voice transmission.= Other permitted modes fall into a different category.

- NIB
