as far as I know, the PAL colour subcarrier is supposed&nbs= p;to be locked to the line and field rates, but with an intentional offset= from an integer 25 Hz multiple to provide some "blurring" of possible moi= ree effects. Ideally, the line frequency should be accurately on 1562= 5 Hz. The German ZDF timebase used to be derived from the= PTB atomic clocks in Braunschweig and could be traced to UTC, but nowaday= s analog terrestrial TV transmitters have pretty much disappeared here.

Yes - I did that calculation but came up with 500002.81 Hz - not 499993 Hz= . 
 
Still - that seems the most likely explanation as it is very stable. =
