Unfortunately the lowest HAM radio band for legal amateur radio transmissions in germany is still 137 kHz. OMs who are transmitting on 404 or 505 kHz do this with a DI Callsign. DI is for experimental stations and everyone - not just licensed radio amateurs - can apply for such a DI call. But it costs a lot of money over the time.
