Subject: LF: definition of telegraphy

Dear all,

in Belgium we have access to 500kHz  si= nce=20 about 1 year.
Conditions (limitations) are:
- 501-504kHz
- max. 5 W= =20 EIRP
- only telegraphy
- max. 100Hz bandwidth
- only full license=20 holders
ITU Recommendation R V.662-3 defines telegraphy as "A form of=20 telecommunication in which the transmitted information is intended to be=20 recorded on arrival as a graphic document; the transmitted information may=20 sometimes be presented in an alternative form or may be stored for subsequen= t=20 use.". So digital modes could be considered telegraphy and thus allowed=20= on=20 500kHz.
As we (UBA) reached the 500kHz access only after long negotiation= s=20 with BIPT (our Ofcom / FCC) we are very careful in what we do. Therefor we a= sked=20 BIPT if they would agree with our point of view.
After internal (read BIP= T=20 legal department) consultation BIPT agreed with us.
So from now on we can= use=20 digital modes on 500kHz. The 100Hz bandwidth limitation is still in force, b= ut=20 there is plenty of digital modes that stay within this limit.
