Definition : Rec. ITU-R V.662-3 - A form of telecommunication in which 
the transmitted information is intended to be recorded on arrival as a 
graphic document; the transmitted information may sometimes be presented 
in an alternative form or may be stored for subsequent use. Note - A 
graphic document records information in a permanent form and is capable 
of being filed and consulted; for example, it may take the form of 
written or printed matter or of a fixed image.


It's from the ITU-R definition of terms so I think that we
can take it as definitive.

As you can see it does not mention Morse. Indeed the ITU-R definition
of terms does not seem to contain the work Morse.

So we can conclude that datamodes are definitely OK, but Morse may
require some justification to the authorities as it is not clear that
it is intended for recoding as a graphic document ;)
