It's from the ITU-R definition of terms so I think that we can take it as definitive. As you can see it does not mention Morse. Indeed the ITU-R definition of terms does not seem to contain the work Morse. So we can conclude that datamodes are definitely OK, but Morse may require some justification to the authorities as it is not clear that it is intended for recoding as a graphic document ;) Stewart/G3YSX
