They probably have devised a way to ask for research funding. Given that the commission that will evaluate that request will be composed by disgruntled and under-payed public officers, they won't understand that it is an hoax, and will grant the fundings. And even if someone of them should have doubts, there are no doubts that cannot be dissipated with a check...
