Both certainly have a frequency display in the photo - although the instruments look a bit beaten up. You have to move the coarse control to the next MHz step, you get a faint "clunk" from inside the instrument, and the "Lock" light illuminates. If the "Lock" light is not lit the frequency is undefined. So it might just be a case of moving the coarse frequency control until the loop locks.
